QRTs ineffective without necessary equipments

JAMMU, Nov 17: More than 2 ½ years have passed, since the Chief Minister Omar Abdulla had announced a proposal for fully equipped Quick Rescue Teams (QRTs), to be deployed alongwith ambulances for immediate rescue operations during road accidents on National Highway in the state.

In fact some QRT’s were constituted at the district level for quick rescue operations, immediately after the proposal, under the chairmanship of Deputy Commissioners of various districts.

But, due to non-availability of the necessary equipments which are to be required in the critical conditions at the extended risky highway in the mountainous regions of Doda, Kishtwar and Ramban districts, these teams have not been able to perform their duties according to their potential.

When contacted, Deputy Commissioner, Ramban, Shabir Bhat said “the QRT was constituted according to the project which is working in the District Ramban and we are trying our level best to provide assistance during rescue operations even with the limited resources at our disposal.

He further said “earlier, in 2009 an amount of Rs 10 lakh was sanctioned by the government under the project and we have bought a vehicle, which is being used by the team to cover the accidental spots”.

“The teams are also providing assistance at Batote, Ramban and Panthal”, he added.

“We had demanded for Critical care ambulances, longer ropes and other equipments to retrieve injured persons and vehicles from deep gorges and the mighty Chenab flowing through these districts but we were not provided the same”, said an official on the condition of anonymity.

It creates several problems during the rescue operations and sometimes we even failed to save precious lives,” he rued.

It is Pertinent to mention that on February 2009, Chief Minister Omar Abdullah had announced the deployment of QRTs.

Divisional commissioner, Jammu, Dr. Pawan Kotwal admitted that the QRTs deployed in accident-prone areas along the highways were ineffective unless necessary equipments were provided to them”.

“We have submitted the detailed (Comprehensive proposal) to the State Government so that it gets cleared without further delay,” he informed.

It may be mention here that more than 1300 people have lost their lives various road accidents in Jammu and Kashmir during the past 15-months while nearly 10,000 people have received injured in such incidents.

However, Minister for Transport, Qamar Ali Akhoon was not available for the official version even after repeated attempts.

Youth allegedly dies in police custody; Magisterial probe ordered

JAMMU, Nov 03: Death of 25 years old Vijay kumar under mysterious condition in police custody has pushed the police against the wall. The family of the deceased has alleged that Vijay was murdered in police custody by the cops. He was detained by Kanachak police on Wednesday night. However, police has refuted the allegations and claimed that he escaped from the custody and his body was found from field in Gajansoo. Meanwhile, a magisterial probe has been ordered by the District Magistrate in the case. Also, the SSP Jammu has suspended two cops including the PP Incharge and attached 15 other cops to Police Lines.

Pertinently, a youth Namely Vijay Kumar (25) son of Puran chand resident of village Gajansoo was picked up in connection with a theft case. He was found dead after being detained by police yesterday.

Kuldeep raj, brother of the deceased, said vijay was in the fields when police officials picked him and took him to police post. In between, he was beaten mercilessly, he alleged.

After that, his mother went to the police station and requested the cops not to beat her son. Next day, an unknown person came to their residence and asked for Rs 2000 from the side of police for releasing Vijay. When father and Grandfather of the youth went to the police, ASI OP Sharma took their thumb impressions and sign on a paper and stated that the youth has escaped from the police custody by over jumping the boundary wall, and asked for help in searching him.

On the same evening, the youth was found dead body in the field. Meanwhile, A magisterial probe was ordered by the District Magistrate after locals alleged foul play in the youth's death.

When contacted Senior Superintendent of Police, Jammu, Anand Jain said "Besides ordering a magisterial inquiry, we have suspended two constables including police post in charge Omar Prakash and sent 15 others to the District Police Lines"

JAMMU, Nov 01: The Kala Kendra was supposed to provide platform to artists to showcase and preserve their talent, but in absence of coordination between different agencies which manage the Kendra it has turned out to be graveyard for the art.

About 30 stone sculptures were transferred from Abhinav Theater to the Kendra about two years back to give them proper display in absence of space at the Cultural Academy but they have been left haphazardly near the entrance, overtaken by the grass shrubs.

Sources further said that in absence of clear authority on the Kendra number of art works including some paintings kept inside the building are in dilapidated condition negating the very purpose for which the huge complex was built by the state government.

At present the administration of the Kala Kendra is held by three departments Jammu Development Authority (JDA), Archive department and Cultural academy and sources said that there is total lack of coordination between them.

“How can we take any action as first we have to decide who is managing the Kendra, we don’t have clear authority on it”, said a senior officer of academy.

“Kendra does not come under us it has two more managers the Jammu Development Authority (JDA) and Archive department and unless they give us authority we can do something for these art pieces”, he said.

These stone sculptures carved out by some of the prominent artists from J&K and outside the state during the number of camps organised by the Cultural Academy now just appear as pieces of stones and even the visitors are unaware about them.

“At first I couldn’t understand what these stones are but at closer look I recognised them as art pieces. I am totally amazed by their condition”, said Kapil Sharma, an theater artist.

When asked to comment on this issue, administrator of the Kendra, a official on condition of anionimity said, “It is cultural academy which has to work for proper display of these art objects, I have the authority only to manage this complex”.

Sources further said that the Kendra was supposed to have a strong room for the preservation of art objects particularly the paintings keeping in view the climatic condition of Jammu but that has also not be build.

“It is not only the matter of stone sculptures but the very purpose of the Kendra for which it was build has been lost and it has become a battlefield among the three contenders who manage its different floors”, said a source.

It is pertinent to mention here that at Abhinav theater after repeated hue and cry raised by the artists in the state, the academy had raised platforms to give display to the art objects, but it took the officials about 15-years to consider it.
