Police declines to register FIR against Arundhati Roy


DySP City asks Roots in Kashmir to approach Distt Magistrate

JAMMU, Dec 06: Filing of this sort of complaint does not come under our jurisdiction, Police authorities led by their DySP Kulbir Handa explained this to Roots in Kashmir (JK) team when they led by its Convenor, Vir Saraf went to the City Police Station to file a Criminal complaint against Arundhati Roy who recently in USA had given a seditious speech. 

The renowned Indian activist and novelist Arundhati Roy had surprised the audience with her candour, called for demilitarising Kashmir as a step towards peace in the region. 'Why the international community doesn't see that when you have two nuclear-armed states, like Pakistan and India, there couldn't be a better thing than a buffer state like Kashmir between them, instead of it being a conflict that is going to spark a nuclear war,' she stated while condemning the international community for remained silence over the continued 'brutal Indian occupation of Kashmir' and said Kashmiris should be given the right to self-determination. 

She had advocated that 'Kashmir is one of the most protracted and bloody occupations in the world and one of the most ignored,' she had spoken to a large audience at the Asia Society during a discussion on 'Kashmir - a case for freedom'. 

She stated that under the Indian military rule in Kashmir, freedom of speech was non-existent and human rights abuses were routine. Elections were rigged and the press controlled. 

She had made a controversial dialogue in a conference at US that the lives of Kashmiris were made miserable by gun-toting security personnel who harassed and terrorized people with impunity, adding that disappearances were almost a daily occurrence as also kidnapping, arrests, fake encounters and torture. Mass graves have been discovered and the conscience of the world remains unstirred. 


While talking to the TNI, Vir Saraf, Convenor, Roots in Kashmir (JK) said while disposing of their PIL the Division bench of Hon'ble High court led by Chief Justice Ibrahim Kalifulla asked to approach the police authorities for filing of the criminal complaint. 

Following the same when we approached to the City Police station, we were told by the Police authorities there that filing of this sort of complaint does not come under their jurisdiction. Police authorities led by DySP Kulbir Handa advised us to approach District magistrate with the complain. The way police authorities declined to accept our complaint despite clear cut Court directions is very disappointed, said Vir Saraf. 


After this Incident when the complainants tried to meet SSP Jammu, Anand Jain, he could not be got in touch in his office. Disparaging the attitude of the police authorities while filing the sedition complaint against Arundhati Roy, Roots in Kashmir has now decided to approach the court again for the directions to the police for filing of complaint.
