At a time when even people don’t have time their own family a Non profitable Organization “KARMA” NGO is sincerely making efforts to provide perfect hospitality for stray Dogs in the City of Temples.



“Dogs and Cats are the only creatures who are also dependable to the human meals so being a human it’s our moral duty to make some effort to retain these creatures as long as we can” says Heena Syal.

 JAMMU, March : In a bid to fight the menace of rising number of stray dogs, an NGO has helped the canine to find new homes. NGO ‘Karma’ a group associated with People for Animals group (PFA) has decided to help stray dogs in the city of temples to find a perfect home.

In this discipline Miss Heena Syal, head of the Org. have managed a unique canine adoption camp in order to change the status of stray dogs into the domestic ones. In an adoption camp the NGO who came with 10 stray dogs in the morning has found home for seven by the afternoon.
Talking exclusively to the Times of Jammu, Heena Syal has said that in order to make people aware of adopting the stray dogs we have arranged such programme at the different nook of the City. 
The NGO head, who is also acting as animal rights activist and associated with the society of Ms Menaka Gandhi’s PETA said, she was touched by the plight of stray dogs on the roads and it inspired her of providing good living to the neglected creature which if given due care, may turn into more faithful as compared to branded breeds of canine.
“We charge nothing but only a nominal fee of Rs 150 from the customers for the adoption of each dog and the money collected is being used for the vaccination of the others stray dogs, by this practice  Earlier, ‘Karma’ has helped at least 21 stray dogs to find homes through adoption camps” she added.
It is pertinent to mention that, couple of months earlier the administration in Kashmir province has directed the officials to deal with rabid or mad dogs by issuing shooting orders. All SPs, SHOs as well as security forces have also been authorised to initiate action in case of such dogs. The measure has been initiated by the divisional commissioner to ensure the safety of the public in view of the recent incidents in which two persons died due to dog bites in Uri and Pampore.
Dr Samoon, who has been monitoring the steps taken to control the menace of stray dogs, instructed the SMC and town area committees to take immediate measures for the sterilisation of all male stray dogs.
The divisional commissioner, however, clarified that the shooting orders should be valid only for mad or rabid dogs and in no case, should any non-rabid dog be shot.
He directed the director, health services, to ensure the availability of anti-rabies vaccine in all districts and provide the same free of cost to the affected persons. He also directed the deputy commissioners to constitute SPCA in all districts and sign MoUs with the Animal Welfare Board of India to facilitate the receipt of assistance to deal with the menace.
The video conference was also attended by director, health services; director, animal husbandry; regional wildlife warden; representatives from SMC and Society for Prevention of Cruelty against Animals (SPCA); faculty members of veterinary sciences, SKUAST-K; chief medical officers; chief animal husbandry officers; and administrators of the town area committees.
At this time such kind of efforts by “KARMA” is executing the real example of mankind by assembling these strays into pet ones.

Jammu, March: The ongoing work on Kudara- Jai road in tehsil Thathri district Doda, is turning towards the wrong alignment as some influential persons are trying to divert it as per their needs, leaving large number of people in shock.

The work on the 16 km road stretch started at the tenure of Gulam Nabi Azad then Chief Minister under centrally sponsored scheme the Prime Minister Gram Sadak Yojna (PMGSY) is still struggling to benefits the inhabitants of the area concerning.

The sources have alleged that though the first phase of project is completed but the sanction 16 Km stretch was consumed up to Halaran only overlooked the original survey which was done for a road stretch from Halaran-Joura kalan and then from Jouran Kalan – Jai, in order to make the houses of many influential peoples connected, which has resulted many unnecessary turns to the road at the behest of then R&B minister. Thus the 4km stretch from Halaran to Joura kalan is been illegally ignored.

Since the work on the said project has been handed over to the PMGSY from R&B Department, when the locals approached to the concerned official of PMGSY they had a strange comical version that the said department has sanctioned a new 12 kms road from Kahara - Joura Khurd road. If this is being constructed, will necessary pass through village Halaran, where already a parallel road from Kahara to Halaran is been constructed which is ludicrous, he added.

According to the sources, during survey, the road was planned through area in which less forest area was included, even the MLA concerning Mohd. Sharif Nyaz has passed instructions to the executive engineer and AEE, PMGSY to keep villages Budiya and Joura kalan to be Connected but the concerned Engineer PMGSY is deliberately altering the alignment of the Raod from the forest land to make his own town connected to the said road, which has also increased the deforestation.

On this Issue, Social activist, Kuldeep kumar Rao, president, Teahsil Thathri Development front (TTDF) has appealed to the Divisional Commissioner, Jammu Division to form a Special panel of forest department and Survey of PMGSY to inspect the check that whether the violating the norms or not. He alleged that both of the two officials from R&B and PMGSY are misguiding the Locals that there are two roads to be made by the said department.

On this regard when contacted to the DC Doda, Farooq Ahmed Khan, he refuted any possibility to change the alignment of the said Road stretch, stating that after the final survey from the PMGSY nobody have the authority to change the alignment of the Road.

 With the Joining of VC Mohan pal Singh Ishar in the Jammu University in January the JU campus has remained peaceful in 2012 so far, but this silence has got a jerk which was enough to inaugurate another session of protest demonstrations in the premises of a complex, which acquires a respectful status as a University of quality education.
 “Actually what was happened on that day 13th of march, three students namely Yasser Farooq, Zulqarnain and Raman went to the examination block of Jammu University to withdraw the marks card of a student (one of them) since there was a long queue in the respective department they had gone to the Administration Block to enquire about the same but the officials allegedly misbehaved with them," an eye witness told to TOJ. He said the officials of the Administration Block called the security personnel deployed at the campus, who forcibly tried to remove the students from the spot, which led into a scuffle.
After this the students began to protest in front of the said department in the Jammu University on seeing the situation getting out of control, police were called by the security personnel’s "Police on reaching the campus, mercilessly started beating the students including the girls," the students said.
Police resorted to lathicharge to disperse the students protesting against the University officials over an alleged ''misbehaviour''. "At least 15 students, including girls received injuries during the clash, three of them shifted to the Government Medical College and Hospital for treatment, and Yasser was also detained by the police for a while,” they added.
The three student who were withdrawing the marks card are from the Pahari speaking student association and the president of Pahari Speaking Student Association (PSSA) Kadar Khan on this episode has told TOJ that after the students scuffle with the security personnel, it was not so big issue but one of the security personnel who’s relative is reportedly is the president of the fourth class Non-Gusted officials union has created more trouble with a pre planned conspiracy to demolish the students protest.  
However, the protestors turned violent and also pelted stones at the police personnel and broke the windowpanes of the Administration Block. Protesting against the ''high headedness'' of the police and the University staff, the students demonstrated at the campus demanding immediate suspension of the police cop and the security guards for their misbehave and thrashing the innocent students."
SP Jammu South Rajeshwar Singh immediately rushed to the spot to pacify the situation. "The Vice Chancellor Jammu University MPS Ishar in the evening called an emergency meeting of protestors and assured fair enquiry into the matter," he also assured the student associations for fair enquiry as the Vice Chancellor also constituted an investigating team and asked them to submit a report about the incident within 15 days.
Meanwhile, entry of police personnel has been restricted into the campus premises for the time being.

JAMMU, Mar 02: In what could be termed as an alarming situation, ground water level has fallen by 50 per cent in Jammu region during past five years.
Sources said that at some places the tube wells have dried up while others are pumping very less water in the supply chain which depends upon the river Tawi to meet the requirements.

According to the study conducted by the Public Health Engineering (PHE) department recently, of the 22 major towns of the region, 14 are facing the acute water crisis, while five major towns are on verge of facing the reduced supply of water this summer. There are about 1500 tube wells in the entire region.

Data collected by the department says that the Company Bagh tube-well is providing only 15000 gallons of water per hour as against the previous supply of 40,000 gallons. The pumping capacity of the Press Club tube well has come down to 15,000 gallons per hour as against 20,000 gallons per hour in the past.

Similarly the water supply from Science College has come down to 30,000 gallons per day from 45,000 gallons per day. GGM Science college Hostel tube-well has come down from 35,000 gallons to 25,000 gallons per hour Another tubewell which supply water to the city area and the Peer Kho tube-well pumping capacity has come down to 15,000 gallons per hour as against 25,000 gallons.

A source said that the situation is not that alarming and ground water sources are being gradually being recharged.
“Many tubewell had dried up or are facing leakage due to unplanned usage, but it has now improved”, he said.

It is pertinent to mention here that the some decades ago, the population of the Jammu city was about 4-5 lakhs but now it has reached more than 11 lakhs because of which the shortage of water is difficult to be fulfilled.

Locals alleged that the water is the basic need but the authorities do not keep a check on the proper distribution of water as many areas face a regular distribution of water with many hours whereas the other face the scarcity.

They said that PHE department should have proper timings of water supply so that the people could make the use of the distributed water.

Jammu and Kashmir has seen a phenomenal growth in the number of vehicles in the state without a proportionate increase in the road length and infrastructure, Due to the rapid increase in the number of vehicles without a proportionate increase in the road length and infrastructure, traffic congestion on roads in Jammu has become a routine.
Around, 65,000 vehicles are being added to the vehicle population annually in the state, resulting the same Jammu has reached to 574 vehicles per kilometer traffic density. While vehicular population in Jammu city stood at 4, 04,400 excluding vehicles belonging to security forces and tourists entering the city.
Bothered by the menace, and to reduce the vehicular congestions in Jammu, The traffic police Department (J&K) has put several proposal towards the authorities and they got the big achievement when the Years of wait finally came to an end for commuters in the state the Traffic Police Department installed traffic lights to restore some sanity on the chaotic roads of Jammu and Srinagar ‘the twin capital cities’. 
The traffic department installed the first traffic signal at the two main Junctions in the city one at the entrance of City ‘Satwari Chowk’ and other at the heart of the city ‘Bikram Chowk’ but the paralyzed functioning of the installed traffic lights has annoyed the commuters also.

“With the red light out there vehicle rush across it and the others who were following the signal become the ultimate source of congestions in the roads that too in the early hours when we have a rush to reach office” said a Local, Narinder Sharma.

New lights are frequently placed at chowks leading to national highway roads feeding new developments, but they cause queues and are creating knock-on congestion. The lights have been installed at the pedestrian crossings which cause an ultimate puzzle both for the Vehicular traffic and the pedestrians, since they have to move by foot on the crossings and with the Traffic jams they face more trouble, said Bharti Sharma University Scholar.

Notwithstanding to the above Senior citizen Amarnath Sharma has welcomed the project as he said, Comparatively the road length in Jammu city is just 704.22 km and the density of vehicles stands at 574 per km. than Srinagar, which is somewhat better off, with a road length of 1,263 km. “It is a free-for-all on roads in Jammu, as mini-bus, auto-rickshaws and two-wheelers jostle for space and often indulge in rash driving. You never know from where you are going to get hit,” he added.

On the Issue of irregular functioning of Traffic lights talking exclusively with ‘TOJ’ Manmohan singh, SSP Traffic Jammu has said, we have installed these lights in the winter capital of the state on “experimental basis” for one month to conduct technical analysis that which bidder provides the better service.
“We have asked the lowest competitor bidders to install the traffic lights at Satwari Chowk and Bikram Chowk on experimental basis so that technical analysis can be conducted. After the period of demonstration we will see the bidder who meets our specifications".
The official added that it is going to being phase practice, in first phase we considering 30 points for the installation of traffic signals in Jammu city.
 “Once the process is completed, it will reduce the pressure on around 1,000 traffic personnel deputed in the state, as vehicular traffic has assumed alarming proportions in the state.
