JAMMU, July 28: Despite having 3500 registered Non-Governmental Organizations in Jammu and Kashmir, majority of them have become money minting machines, rather than contributing anything for the upliftment of the needy. 

Added to this is the politician-NGO nexus, with many of the leaders operating NGOs in the name of their family members, thus drawing benefits of the government plus funds.
 

While some NGOs are running by sincere individuals and have taken up several projects, and don’t seek any personal favour, but many of the organisations active in the state act as ‘milch cows’ for those controlling them.
 

Many of the politicians, political leaders in the state have formed their NGO’s headed by their family members or relatives, and they use their contacts to ensure a huge flow of funding to the organizations.
 

Ashwani Kumar, a senior citizen said that several senior officials and “think-tanks” had set up NGOs after retirements, which are only creative in the ways in which they accumulate funds in crores. Many times, the so-called independent NGO acts as a mouthpiece for political parties, expressing their point of views as public opinion.
 

He added that all such organizations are there to improve their functioning and work in close coordination with the government for achieving common goals. There has been little ground work on various issues concerning women and children in the state while human rights issues usually get politicize.
 

It is pertinent to mention that any political leader or government official is not authorized for running a NGO as the provision mentions. Despite of that no action has been taken yet by the concerned authority to control the increasing ratio of political indulgence in the Non Governmental Organisations.
 

When contacted to Director Societies B.S. Dua has informed that a discussion with the Government regarding the matter is in progress as a result of which we could be able to make these Non Governmental Organizations free from political leaders and government officials.
 

He said that there is no existing law or act to de-register any NGO if found violating the provision made for running NGO’s when asked about the actions against NGOs running illegally.

JAMMU, July 27: Growing number of women are ending up in homes after completing their graduation and other professional courses in Jammu and Kashmir. 

Lack of avenues in government and private sector is forcing them to end up in kitchens rather than contributing to their families’ income or development of the state.
 

According to women activists, although in recent years number of girls have began to move outside their homes and are working in government and private sector, but they face lot of difficulties to carry on with their jobs after marriage.
 

“There are no jobs opportunities in J&K and parents don’t allow girls to move out of the state to work in private companies, this is forcing the fair-sex to sit ideal in their homes”, said Hafiza Muzaffar, a women activist.
 

Adding, “state is already facing huge unemployment problem and among the girls it is almost double”.
 

For most of the women getting education is purely to get a good spouse as with the growing number of boys working in big multinational concern and preference for the educated bride, parents are investing on them only to make their after-marriage life comfortable.
 

“I was working as teacher in B.Ed college after doing my PG in Zoology but after my engagement my fiancĂ©e debarred me to work and instead asked me to remain in home”, said Sheerin, who left her job as college teacher.
 

There are thousands of girls who after marriage find themselves in tight situation after marriage, as they get crushed between commitment of married life and their career.
 

“I am a engineer and works for a private MNC in Noida, while my husband is a bank manager in Jammu. Now he is insisting me to leave job in Delhi and shift to city as our children are studying here plus his family is here”, said Rachna Gupta.
 

According to Suman, who runs a NGO, “Today women want to earn and move out of their homes but after marriage situation does not allow them. Be it nuclear family or joint family she has to manage her household”.
 

“I have come through number of cases were before marriage, boys clearly ask girls not to work even if they are well educated or well paying jobs. Secondly in government jobs there is system but in private jobs women are mostly exploited (less pay-more work)” she added.
 

Social activist, Kapil Suman who is working for the women empowerment in Jammu and Kashmir for last more than two-decades attribute this to the mind-set of society. “People feel that women are there to be suppressed and despite change in the society people still want their daughters and wives to remain in homes”.
 


She said that while some girls have broke the barrier and have reached at pinnacle in their respective areas but still majority of women are still in age old shackles”.

JAMMU, July 26: The Education Department has directed each Headmaster in primary and secondary schools to take a class each day in their respective institutions from this academic session.

This follows after officials received number of complaints about repeated absence of headmasters from the institutions particularly in rural areas.

According to the sources, each institution has been asked to maintain a monthly log which will be submitted to concerned Chief Education Officer (CEO) for checks so that discipline in maintained in the institutions which is the major concern for the falling standard of education in Jammu and Kashmir.

“The step has been taken after a detailed inspection we found that in number of cases head of the institute was not taking his job seriously. This also encourages teachers to skip their work”, said CEO Jammu Natha Ram.

Sharma said that all the 14 zones in the state have been directed to adhere to the new directive and necessary action will be taken in case they are not followed properly.

Officials said that concerned with the falling standard in the government run institutions, government has also directed that teachers those teaching students in 5th class to 10th class should maintain a lesson diary of each day which will be checked by a team constituted by the state government in respective zones recently.

It is pertinent to mention here that Education Minister Peerzada Mohammad Sayeed had recently convened a meeting of the zonal education officers and other concerned officials and had shown concern over the poor performance of the Government schools even after spending crores on them under various central and state schemes.

“There is a general opinion among the people that government teachers never show interest in schools and that is one of the reason people avoid sending their wards to them. We have to change this feeling”, said Ram.

There are nearly 15,000 schools in Jammu and Kashmir which includes primary schools, elementary schools, secondary schools and senior secondary schools.

Apart from this, government has also started to send notices to the teachers whose performance during the just announced 8th standard result was below expectation.

People of Satwari accuse ration dealer of black marketing, demands action

JAMMU, July 25: While Jammu and Kashmir is facing shortage of 5500 metric tons of ration per month and people have to wait for days together for their turn to get ration, residents of Narwal pain, Satwari near Jammu Airport have accused the local ration depot owner of ‘black marketing’ of ration. 

Local people have alleged that the said ration dealer gives only 25 kilogram of ration instead of allowed 35 kg of ration to a ration card holder of APL category, and by which he put aside 10 kg ration by each ration card holder and sell this ration illegally to those who offers more price to him. 

They said that on demanding ration as set on each ration card the depot owner declined arguing that it is due to the less supply of ration by the concerned department. 

Pertinently, people also claimed that the most of the ration card holder does not prefer to take ration specially Rice from the ration depot despite of that he does not offer required ration to those who could not able to purchase ration on retail prices. 

One of the local residents at the condition of anonymity has disclosed that earlier he himself also purchased ration by the depot owner at excess rates since the ration fixed on card is not sufficient to his family, but last time when he went to purchase ration to the depot owner he demanded too much price to he purchased before. 
However Minister for Consumer Affair, Qamar Ali Akhoon was not available for the comment as he failed to respond to the repeated calls. 

It is unambiguous that the gluttony of the depot holder is increasing day by day, now it is a million dollars question that if there is no authority to control this black marketing by the depot owners then why government has opened these rations depots for show off and making fool of the public. 

However a senior bureaucrat said that it is not the shortage which has created crisis, but the ‘ghost rationees’ who constitute nearly 10 per cent of the card holders are main culprit of this scarcity. “Priority should be to identify the fake card holders. They are like sharks who gallop the food grains meant for the general population in connivance with some corrupt officials from the department”, he alleged. 

A total of 60 lakh souls are getting ration from the depots of the CAPD Department across the Jammu and Kashmir. At present there are nearly 6000 sale depots functioning across the three region of the state, which are proving insufficient to meet the demands of the people getting ration through Public Distribution System (PDS)

Dozens injured in police lathicharge near GGM Science college

JAMMU, July 22: Nearly dozen college students were injured today after the protest for starting the academic work in Central University Jammu turned violent forcing the police to use force. 

Hundreds of students gathered here Friday to demand that a Central University, sanctioned more than two years ago, be set up in Jammu. The students were assaulted with canes by the state police to disperse the rally.
 

The students tried to take out a procession to press their demand for early setting up of the university in Jammu and appointment of the vice chancellor, but were stopped by the police. The students alleged that police cane charged them, and beat them mercilessly.
 

Though the Central University for Jammu was sanctioned more than two years ago, it has not been set up because the union human resource ministry has not appointed a vice chancellor, and the one who was appointed declined to join citing personal reasons.
 

"The police beat us like anything. They used lathis brutally," said Pushpinder Singh, one of the student leaders.
 

According to him, several students were injured in the police cane charge.
 

Prof. Amitabh Mattoo, a former vice chancellor of Jammu University, was appointed the first vice chancellor of the Central University, Jammu, in December last year. However, a group of Jammu political parties opposed his appointment.
 

Mattoo, a strategic affairs expert, declined to assume the charge and instead opted for an assignment in Australia.
 


Now, Jammu groups have started demanding that anyone may be appointed vice chancellor, not necessarily a native of Jammu, but the university should be made functional at the earliest.




State facing shortage of 5,500 tonnes of ration

JAMMU, July 6: Consumer Affairs and Public Distribution (CAPD) department is running under heavy shortage of 5500 metric tons of ration per month. 

Officials said that at the moment state requires an additional monthly ration of 737 metric tonnes of rice, 254 metric ton of wheat and 68 metric tonnes of sugar for the migrants at APL rates, which has created lot of problems in the rural areas.
 

According to official sources the six-monthly requirement of food grains for nomadic families in the state is 3564 metric tonnes.
 

Peoples belonging to the Above Poverty Line (APL) and Kashmiri migrants are facing major problems as the shortage lies in their ration quota, due to the same they have to compromise with the insufficient ration supply to run their lively hood, somehow.
 

Most of the people also have complained about the not- receiving of ration on their ration cards allege that at most of the PDS shops, they are being harassed and made to wait for hours.
 

They also said that they have no clear cut information that how much the ration is allowed on their cards, people also alleged the ration depot holders of doing black marketing since they sold the ration at
 
their favorable prices to the needless and APL card holders too.
 

People have also said that one side the aggressive price hike in the daily use products have already made them to feel paralyzed due the limited scope of income.
 

However, still they are managing their budgets, but on the other hand the government is not providing the required ration to them in this condition it is a million dollars question that why government have given the ration cards to the public if they cannot provide the ration to them.
 

When contacted Minister for CAPD, Qamar Ali Akhoon said that the state government has sought sanctions from the Centre for additional grain quota for Kashmiri migrants and other population of the state.

Jammu cricket stadium, a crashed dream of cricket lovers

JAMMU, July 2: Though officials claims that work on the multi-crore cricket stadium at Sidhra will start after the end of monsoon, but sources said that it is unlikely that it will proceed ahead as so far Board of Control of Cricket in India (BCCI) has not shown any interest in funding the project. 

Sources said that though they are giving lip service to the state government, but it is unlikely that they will invest money in the project, in a state which is politically unstable and remain in headlines due to Kashmir issue.
 

Though 512 kanals of land has been transferred to JKCA by state government, but in absence of the funds at the disposal of the cricketing body, it will take years before the work starts on the cricket stadium, allowing the people here to enjoy the thrill and watch the international matches.
 

If highly placed sources are to be believed, Union Minister Farooq Abdullah, who is also head of the JKCA is not much pursuing the matter with the BCCI, keeping in view the lack of interest among the power members of the cricketing body.Board of Control for Cricket in India (BCCI) had agreed to sanction the funding for the construction and development of the stadium which was approximately Rs.75 crores, but nothing much has been done.
 

“What can he do, as BCCI has not taken much interest in the project and has so far offered lip service. To some extent the project is almost in cold storage, and we just hear routine rumblings”, sources claim.
 
The construction of an international cricket stadium in Sidhra, near Jammu city had been a dream project which was announced in 2008, with view to attract investment and bring Jammu and Kashmir on the international cricket map.
 

“Another reason why the project is not pursued is that political situation in the state due to Kashmir imbroglio. No government want that any of the international cricketing game is disrupted and political issues is brought before the world media”, said a source.
 

In the absence of cricket stadium aspiring cricketers of Jammu are dependent to eat the dust and toil hard by practicing at the worn-out multi-purpose MA Stadium by which the budding cricketers are being deprived to improve their skills and standard due to such low standard cricket ground at the M.A. Stadium.
 
Not only this, events like Ranji trophy and other national level fixtures, allotted to the state in the past, were held at the same venue are much to the embarrassment of professional players.
 

The only cricket stadium of international standard which has been established at the summer capital Srinagar. However, due to the disturbances in the valley, no international cricket match could take place at Sher-e-Kashmir Cricket Stadium, Srinagar, since 1990.
 

In order to bring the international cricketing events in the state again and to uplift the sports culture, in 2008, Gulam Nabi Azad Chief Minister at that time and JKCA president Farooq Abdullah had conceived the idea of having a cricket stadium with all kinds of modern facilities of international standards in Jammu on the lines of Mohali.
 

However when contacted Ranjeet Karla, former J&K Cricketer and member State Cricket Board said that the work will start after the monsoon. However he refused to comment further.
 

JU extends date PG entrance test form submission by April 5

JAMMU, Mar 29: Jammu University (JU) has extended that date for the submission of application form of common entrance test for PG courses to April 5. 

It is pertinent to mention that JU is introducing common entrance test pattern for the very first time in their Post Graduation (PG) courses. Which will be helpful for the average ranking students, by qualifying this entrance test and get admission in any stream of PG course under JU.
 

When contacted Assistant Registrar, Department of Application Affairs, JU Khem Pal Singh Sambyal said that the department has fixed the last date for submission of the forms was March 29 but seeming the response of the submitted application forms, now the department has extended the date upto April 5. However, forms will be received after that till April 8 with late fees.
 

“The department has received only 7000 forms from the total of 12000 forms sold”, he added.
 

He further said that the JU has printed 12000 thousands form, but the kind of response they get by the applicants they have printed 3000 more forms.
 

When asked about the entrance pattern being followed by the Jammu University. He said that every college is following the same pattern in this time of competition since they are following the same pattern from this session of PG courses.
 

He elaborated that this kind of entrance tests offers equal opportunity for the students. He said that last year only 6000 students had applied for the PG courses but this year the response by the students is overwhelming, so that they have extended the date of application forms. But he also said that because the forms are being submitted before the result of final year, this is one of the reasons that we have got this kind of response by the students.
 


About the entrance exam he said that there would be reserved 30 per cent seats for academic merit and other would be cast to those who qualify the test. Reserved quota would remain as pre norms for the students following under the respective quota.

JAMMU Mar, 29: With every passing day the temperature is increasing throughout the country but north India is experiencing maximum, especially in Mohali it could reach to its peak as India will take on to Pakistan in one of the most eagerly awaited world cup semi final match in 2011 on March 30. Every body in India is an expert on its own, in fact most of the cricket experts from different nations are found frequently commenting on the biggest battle in this world cup cricket but the world cricket is looking divided on the assumption that who will win the match. 

Pakistan has never beaten India in World cup and with the strong performances of the blue brigade especially that of Yuvraj, India is all set for the battle at Mohali.
 

After the 10 wicket win over Windies in the quarter final confidence of the team Pakistan is on peak and right from the group stage India is the hot favorite among the all contestants. The experienced most and so called world strongest batting line-up makes team India a strapping opponent.

New swimming pool at M.A Stadium, out of bounds for youth

Jammu Feb18: It was supposed to provide platform for young swimmers of the Jammu and Kashmir, but the mega swimming pool, inaugurated last year near M.A Stadium is still locked. 

Thanks to the apathetic administration and management, most of the water lovers have to return back dejected, whenever they approach the management for registration, so that they can use the pool.
 

Sources said that It is pertinent to mention here that the only Swimming Pool in the M A Stadium is closed since last year, is under construction and has to become functional this year. The swimming season of the state is between May to September and still there is no new swimming pool in the M.A Stadium.
 

“If the authorities would open the swimming pool for full session, it will do a world of good for us as we could utilise our maximum time for the crucial practice ahead of important competitions”, said a budding swimmer.
 

The parents of the swimmers on the other hand are also in favour of the opening of swimming pool for full year. “Not everyone can avail the benefits of taking admission in the private clubs for swimming practice because of exorbitant fees charged by such clubs”, maintained one of the parents.
 

The authorities are busy in renovation work of the old swimming pool as its filtration plant will be changed to make it available for the swimmers who are eagerly waiting for the pool.
 

Now it the question of big concern that the swimmers having no place for practice, how could get the medals for the Sate in competitions of national level and with this kind of facilities expecting medal from them is itself a shame for the authorities.
 


“What to talk of participating in nationals, even the conduct of domestic level competitions is not a regular feature which is a matter of great concern,” stressed another budding swimmers.

JAMMU, Feb, 15: Since last two days the Jammu and Kashmir national highway the major lifeline of the all three province of the state Jammu-Kashmir and Leh, has remained closed on Tuesday as the authorities warned of a high danger avalanche and landslides in the higher reaches of Kashmir Valley and the Ladakh region. 
A senior official of the traffic department when contacted has said that the Srinagar-Jammu highway will remain closed for vehicular traffic today, till the landslides which have occurred at a number of places on the road are being cleared completely.
 
People intending to undertake travel from either side are being advised that they should contact the traffic control rooms before starting their journey, to get updated about the latest status of the national highway.
 
The high danger avalanche warning has been issued by the disaster management cell here for snow bound areas above 2,500 metres in Jammu and Kashmir.
 
Amir Ali, Incharge of the disaster management cell at the provincial headquarters has stated that for the avalanche prone areas Bannihal, Kishtwar, Gulmarg, Pulwama, Baramulla, Uri, Kupwara, Tangdhar, Keran, Machil, Gurez, Bandipora, Chowkibal, Gugaldara, Sonamarg, Drass and Kargil , the warning has been issued for the residents.
 
People have been advised to remain inside their homes and on a regular interval also make sure that snow is cleared from the rooftops. There are the number of tourists who had gone to the above stated areas are strictly advised that till the permission from the concerning department is granted do not try to move on the road to the highway it can be extremely hazardous for them

Be ready, J&K may ban facebook soon

JAMMU, Feb 8: once again on the name of security reasons the State Government is now going to block ‘Face book’ the most favorite communication tool of the citizens of Jammu and Kashmir. In a meeting chaired by chief minister Omar Abdullah, which was attended by senior police and intelligence officials. They discussed of the matter. 

Security agencies in their report pointed out that facebook has became a medium of bad advertisement of the anti national and anti-social activists from last ten months.
 

Thing to worry about is that the chief minister Omar Abdullah has given his assurance to the proposal of the security agencies and after the assurance of the Central Government the ban will imposed in the state.
 

It is pretend to mention that the Short Massaging Service (SMS) was already banned by the authorities from middle of the last year in the state.
 

On the one hand on the issue of flag hoisting plan of the BJYM the Chief Minister has said that after a long disturbance now the peace is looking forward in valley and the flag hoisting plan can disturb the law and order once again in the valley that is the reason why they are not allowing them to do the same, and on the other hand this decision of the State government is revealing the reality of the grass root. It seems that the authorities have no plans to maintain the peace.
 
But there is no doubt that people of the state would be deprived of a valuable communication tool.
 

Vishal sharma a facebook user, on the issue said that does the solution lie in banning ‘social networking site’ which is being used by lakhs of people for sharing information or in improving intelligence.
 

Another user of facebook Ajay Singh said on the matter that “Recently I happened to go to out of the state and I used another SIM card there. When I got SMS from my friends across India I was amazed as if I was in some other part of the world. Seeing an SMS on my cell phone was like a dream.
 
I felt so sad about my state having so many restrictions. I felt as if we people of J&K are living in a cage with no democratic rights”.
 

The state traffic police have recently in a press conference announced that they will be available on the facebook and anybody can suggest or inform them regarding any traffic problem. if such prohibition on the social networking site come in existence then how could the above stated activities performed in the state.

Residents of Narwal allege they are provided less ration

JAMMU, Feb 4: The residents of Narwal pain, Satwari, near Jammu Airport have accused the local ration depot owner of irregularities in distribution of the Atta and Rice. 
A delegation from the area that came to Press Enclave said they were given lesser ration and than they were constrained to get. The residents accused the depot owner of resorting to black-marketing. The said ration dealer gives only 25 kilogram of ration instead of allowed 35 kg of ration. He gives 5 kg of rice during the beginning of the month and 20 kg of Atta in the middle of month. By this every month he gives 10 kg less ration to a Ration card holder. People of the concerned area said that when they ask the dealer about the reason for giving fewer rations he said that it is due to less supply from the concerned department.
 
But it is pertinent to mention that the Director CAPD, Jammu Parvez Ahmed Malik accompanied by the team of officers had conducted on spot inspection of ration depots in various parts of Jammu city on January 18 In order to ensure smooth supply of ration to the public.
 
During the inspection, public was made aware about the ration quota due to them and people at large agreed to get quota of ration due to them, though some of them complained about delay in receipt of ration.
